Making payments without cc/paypal

Hi guys

I live in kampala, uganda. i bank with barclays bank of uganda. Unfortuantely their visa electron debit card does not work on the internet. And since i am in uganda paypal works but has certain restrictions. I can't withdraw my money to a ugandan bank. I know there are virtual credit cards that anybody in any country can get but i just don't know which ones are the best. I want to make transactions on the internet, so does anybody have any ideas as to how i can make payments on the web?

Maybe you should trying another payment processor that receive credit card. If Visa is cannot use, how about mastercard or american express/maestro? Apply debit card / credit card that using other than VISA. Is it your country can use Debit Card? Is yes, we have a lot of Dabit Card on Internet. Signup and they will sent to your home directly. Try ask your bank if they are provide any Debit Card? If yes i'm sure you can using your paypal and withdraw you money using your Debit Card.
