What's the best way to provide online applications to say join a summer camp and have credit card functions?

Try this:
phpAutoMembersArea - create a members area using PHP MySQL, protect your members only or adult content
install is easy, payments automated via PayPal.

I am not sure if I understand your questions correct, but if you have something you want to sell and want a solution to accept payments for it, then you should look into something like 2co.com ..

You would need to simply develop your own order form and have credit card functionality added to that. Many merchant providers offer this capability.
