Default Google checkout says no to transactions over $2000, what?

I tried to put google checkout on a 2200 dollar item I had listed on google base the other day, I was told that google checkout isn't allowed for items over 2000 in value.

What gives?

Are they offering this service to more secure users that have gone through a verification process?

If they aren't going to do it all together, they are losing out in my business. Most of my items are near or over 2000 dollars.
