Default PayPal Buyers Don’t Need A PayPal Account : Not in the UK

Easy Checkout: Buyers Don’t Need A PayPal Account
PayPal has made your customers’ shopping experience even easier than before.

With a recent improvement to Website Payments, PayPal no longer requires new buyers to create a PayPal account when they send you payments.

Buyers who visit your website can pay for an item without signing up to PayPal. Once the payment is complete, they can decide whether to save their information and sign up to PayPal for future purchases. That makes the process smoother, resulting in more completed sales and more satisfied customers.

People are talking about this exciting feature. For more details on our improved checkout
The new checkout feature applies to Website Payments (Buy Now Buttons, Donations, PayPal Shopping Cart), and Request Money and Invoicing. The feature is available to UK Premier and Business accounts. To turn this feature on or off, go to your Profile and click the Website Payments Preferences link under the Selling Preferences column. It is not currently available for items purchased directly on eBay.co.uk

I´ve opened an account for a client to sell his book in his website (just a buy now button)... and read about this great "breakthrough" that people don´t need to have a paypal account or sing up to make the payment... all good... I searched for it at the seller preferences in oir profile, the setting is "on"... yet, when I click the Buy Now button it takes me to a checkout where I have to sign up or login... nothing similar to what the pdf "Guide" shows and explains...

Gotta send a mail to paypal and ask?

We are in Argentina, but the Buy Now button was made for payments expected from the U.S.

...don´t know...

This is available in the UK (the heading stated its not!). Not sure about Argentina or U.S.

Anyhow, setup is hard to find on the PayPal site, for easy setup details see the middle of this page:
osCommerce - accepting payments via debit/credit card - Google Checkout, WorldPay and PayPal
See section:
"To ensure your PayPal account can accept payments from non members:"
