Never heard of VIPWH myself (which I'm assuming stands for VIP web hosting.)
Parked domains really don't affect your web hosting account since 1) you can set them up to point to your registrar's free parking page (if it has one)
or
2) you can just edit the DNS to your new server, create a default "parked page" folder with an index page, and arrange for your host to point your domains to that folder.
As far as what you need goes, you're missing some info, like bandwidth, programming languages used, MySQL databases, all that wonderful stuff.
Having said all that, I'd talk to
Sectorlink. They host my dedicated box and I've been with them now for 3.5 years. (Damn, that's a long time for one host...I just realized that when I typed it.) They've only been down twice in that time period, and once was due to a HD failure (which is your classic "stuff happens"). The total of those two downtimes combined was 2 hours.
They were also up during that blackout in 2003, and I think they were one of the few hosts in the Northeast part of North America that still were.
Mine's an NT box, so I'm not sure what they offer in terms of Linux (if it's RedHat or not) but you can always ask them.
I can't find a plan that would suit your needs per se, so I'd try the
Build it and Price it thing that they have. You can customize your own plan and price it, and from what I've heard about it, they're pretty reasonable as long as you don't get stupid about your request.
