The obvious would include AdSense / charging others to list jobs / selling advertising / paid resume optimization services / job search agents (sell advertising in the emails) / many others.

Cover everything. Things like education and training normally required in a field, median salaries, starting salaries, top rated schools, how to find an internship, certifications you can attain, interview tips, resume tips and any other content you could come up with. The more the merrier.

You mean locally? If that's the case, local match / geotargetted ads in Overture and Google. Newspapers, ads during the local news, billboards, links from other local websites (newspaper, TV stations, etc.) and any other way that you would market any standard business. Forget you're online for a minute and think about getting people to know who you are.
If you were meaning your area as in the people who are looking for a job in a specific field, the above also applies, just on a broader scale.

Best thing you can do is look at what the big guys do. This has become a competitive market, so look at how the big guys started and follow their path to greatness - avoiding the mistakes they made and making the most of what they did right. Don't re-invent the wheel unless you are so confident that you can do it better that you can ignore the conventions we've come to know (hint: this means a whole lot of money to risk.)
