I dunno. This seems more like a conveniently timed US government PR grab. With a US federal election coming up, a token series of arrests for what people will consider to be a serious crime will help boost the popularity of the incumbent. Who knows? It might even "Dubya" his chances of winning.

Now if they busted more than 156 people (say in the thousands), that would be a little more likely not to be a PR stunt.
