is their a company providing kool themes for os commerce, because design wise oscommerce is way behind others, i wonder why the community is not taking interest in making some good themes for OSC

Well, first, without major modification, Oscommerce doesn't support "themes" - so that's probably the first problem.

But have you spent time looking thru their forums and contribs? There are several template driven systems you can install that makes modifications much easier.
