What is meant by developing the domain? do you develop a site for it? Drive traffic to park page? I would assume this means putting a site together for the domain, but I just wanted some clarification

Yes, "developing the domain" means building a site and building up traffic and links to it. However I think if it's a good domain with lots of type-in traffic even just showing your parking stats would help somewhat.
