Register/login showing up in FireFox but not IE7 ?

I updated my current shopping cart in Pinnacle cart. Upon the update when someone tries to register using IE 7 the states/province link is not showing up so there is no way for anyone to mark the state they live in. But when u go to the same page in FireFox its showing up.

Does anyone have a clue to why this is happening?
