Default .htaccess issues

Hi all. Pardon my cross posting within the Forum, but maybe the group who looks at this forum will have an idea about how to make .htaccess files really do what they are supposesd to do.

I have an .htaccess file that I want to block a variety of web site and IP addresses from referring people to my web site http://www.subrosa.arbre.us

You can view the .htaccess file in the post below and the fixes I made to try and make it work. I was concerned that maybe the original syntax was incorrect so I used some tools that formed the syntaxs better, hoping that would work. Well the changes didn't 'take', as the violating web sites are still sending me traffic that I thought I had blocked. Any idea why the .htaccess file I have does not work? And how to fix it so it does work?

Wow, does no one use .htaccess files?

Was hoping someone used these. If you drill down to the link provided, you can see the .htaccess file I wrote and re-wrote. It doesn't seem to work at all. At least I don't get 500 level errors from this, but it doesn't block the IP's or the web sites specified.

Is there anyway to validate .htacess file syntax to make sure it is well formed?

Someone has to know. I can't believe on the WebPro forum for IT, that no one has an opinion.
