Default Permissions in windows 2003 server

Is there a good way to keep users from deleting files. I set the user account to deny delete and delete of subfolders and files, but the problem then becomes that they can not save a file back over the top of it self. Anyone know how to break the permissions out on this one. The other option is possibly some way to retain the deleted files - like in the recyle bin. Any info on this would be greatly appreciated. Thanks!
