Dude...that's like asking what features a sports or news forum should have. You got way too many aspects of "IT" (and God I hate that term) to cover in one set of forums. You've got hardware, software, networking, web design, web development, e-commerce, search engines, operating systems, applications, productivity suites, databases...and that's just a list I pulled out of my head in about 2 seconds while I was tired.
Pick a topic that's more specific and then go with that. You've got a pie that's just too big to eat otherwise.

Again, I think you're taking on a project that's much too large for one man to handle. Having said that, about the only sites I can think of that would probably be even close to handling everything you want is http://www.cnet.com and http://www.tomshardware.com (assuming I'm interpreting you corrrectly).
Let me reiterate my earlier point though so that you don't get yourself messed up: take a smaller section of the computing industry and focus on it. Then, when you've incubated it, go to the next one. Repeat this process and grow your site slowly. Do not try to take on all this stuff at once. You just can't. I don't care who you are, that's too much.
