Is it because the characters are in an extended character set? Maybe utf-8 is working because the browser is compensating, it's not really utf-8?

It is UTF-8 as I can see chinese characters.
After a long struggle, I manage to resolve it by re-definite it as binary. Anyway, it seems that backing up with phpMyAdmin and restoring it will not be the same as default. Now I am using a online database backup to backup and restore. That works. |

I was experiencing the same problem you posted here

Are you using the same versions of phpMyAdmin and MySQL on both machines?
Are you using Plesk on both machines? If so you can do a database transfer as opposed to an export/import.
