Yes. It can be a bit slow to get releases up, but a UK-based outfit called pressbox (
pressbox - free press release distribution and news - press store - copywriting services) is good.
Obviously, being free it can get some junk on it, but as a large number of "legit" PR firms use it, it must be getting them some results.
