Suggestions for holiday site

I have a client with a worldwide holiday booking site. He would like to show ads, perhaps a banner, on his site, but would like the ads to be relevant to the location (country, area) of the holiday, without being competitive.

"Things to do, places to visit, near x" would be ideal.

Currently he is using Google, and they only seem to show competitors, and he doesn't want to spend all his time blocking competitors.

Suggestions welcome...
