How to promote affilate program

I have an affiliate program on my site that gets people interested in learning to fly. The aviation industry that visits the site want to sign-up for the program but having affiliates already in my business will not make any money because they are already aviation site.

How do I get my program known to non aviation sites, like golf, boating, computers, etc.
