Default Would this work?

I was wondering if anyone would think this would work. I was thinking of starting an affiliate program through my company that would allow designers to sign up for a small fee, and then pay a 20% commission on sales. They would hold there copyright but we could list the work in our portfolio, they would get an extension at our toll free number, and email address, use of our credit card processing system, space on our servers, and there own section on our website. like user.datanetninjas.com.

Do you think this would work or would it be a waste.
