I'm confused. Why would anyone pay to join an affiliate program?

well, inside the affiliate control panel, I am creating a high powered affiliate learning center with ebooks and affiliate training information. The information in the affiliate conrol panel is valuable information, plus when you become an affiliate, you make commissions from an other affiliate sign ups that you generate. I won't be asking much to become an affiliate, probably around $10, it's just a way to weed out the unserious affiliates and give the affiliates promoting the program an extra opportunity to make a commission.

Does that make sense?

If you've got any suggestions on that plan, I would love to hear them, I'm always open to new ideas.
