Default some thoughts

The first thing that came to my mind is "How would the people who send traffic to your site, who later buy something from one of your programs know that you would actually cough up their commission?"

This is not to question your integrity, but you have to admit that there are plenty of people out there you can't trust. And the internet does not have a reputation for honest and sincere individuals.

You would have to track the information in a way that put your traffic referrers mind at ease (at least more at ease). This would work best with people and sites you already have a relationship with and have built some level of trust.

The other thing that might come up is, the referring site might think "As long as I'm sending traffic to the affiliate site, why don't I just register as an affiliate myself, send the quality traffic directly to the site, cut out the middle man, and make a larger commission.

This was not meant to make you abandon your idea, just trying to help you refine it and come up with ways to overcome the traffic referrers' possible objections. It seems to me that once you stop coming up with new and innovative marketing strategies, you are asking your business to go stagnant; so keep thinking.

Good luck.

Dear flood6, thanks for your comments
I can take specification of refered persons from who refered them .(such as name, location,IP and ...) then I can track IP addresses that visits my site and so I can find who refered that persons.
