Aff' programs & where to advertise

Hello,

I have a affiliate program which I would like to promote. I have contacted some of the larger companies like cj.com etc and they charge a bomb to get listed with them. Does anyone know of any other companies who dont charge as much and who also only do "pay per sale" and not PPC or PPL?
