Are you aware of the fact that PR and link popularity in general have largely become irrelevant in determining ranking visibility? It was originally a good idea as it was deemed that a good site (in terms of content) is likely have more relevant links pointing at it than a bad one. Unfortunately as with a lot of good ideas it ended up being abused by all sorts of linking schemes, including I fear the one you are peddling here, and SEs are taking less and less notice of it. In fact I have a number of clients with a PR0 who do very well in the SERPS of the majors SEs.
