I agree, a very important article for all developers. The creation of new standards is an open porcess, and discussion is always welcomed by the W3C. Howver, there is often a lack of discussion of various parts of a proposed standard, leaving developers with a new rule to follow, but plagued with problems in trying to comply.

This article helps to explain the standards development process, and shows you what you can do to take part in the process. Don't get stuck with a new set of rules that will drive you crazy when you try to comply. Help to create those rules.
