That disclaimer being made, I believe that Google uses the domain name of the server.

Google really can't use the IP address of the server, because:
  • 1. Many foreign servers (including .co.uk!) are hosted in the U.S.
    2. IP addresses are not neatly tied to geography. One network range could span several continents.

I do not believe it would make sense for Google to use the IP address or domain name of the searcher. In addition, the fact that I can get to google.es from Colorado makes that scenario seem unlikely.
