Actually this is not true! At least not entirely.

Here is what I would suggest (I have several sites that rank well and have done so in as little as 6 weeks).

First rearrange your meta tags on all pages. You want you 'title' tag to be first followed by your keywords and then the description.

Second, reduce the number of keywords you are using to a max of about 80 keywords/phrases. Some engines won't index past the first 100 words on a page, others may consider lots of keywords to be 'spam'.

Third, use your keywords in image 'alt' properties.

4. Add some header tags (<h1>...) and put keywords in them. Also add some links with more keywords in them.

Lastly...Focus your keywords to the site and its content. This is perhaps the second most important thing you can do.

Don't bother submitting to lots of engines, instead focus on Google, Yahoo, and MSN. Many of the top search engines get their results from Yahoo anyway, so don't worry too much about them. And, virtually no one uses anything else. (Google is currently #1, Yahoo #2, MSN #3).
