IT's been happening all the time ever since the Brandy update, Jacko. Your example is a bit of a twist, however. Usually, it's some lame third-tier PPC engine that sells the rankings for just pennies a glass! I mean...per click.
I've said it before lately, and I'll say it again until at least the next major algo update: Google is broken. An increasing percentage of spammers are getting in, as well as more spammers with painfully obvious tricks such as that one.
I don't even bother to report them for all the good it will do.
