My experience has proven this to be correct. For a small site, say 100 pages or less, getting a few hundred quality inbound links will bring you more steady traffic than high search engine rankings. And the traffic from those links will be more reliable long-term because a couple of SE algorithm changes can drop your pages from the top-10 to the back forty of the SERPS (and you'll see a significant drop in traffic as a result).
But this all begins to change as your site grows as you add more and more high quality pages. With each page comes new top search engine listings for new keywords, resulting in even more traffic.
Of course more pages means more quality content for other sites to link to, which brings in more traffic long with a higher Google PageRank. One feeds on the other, so we need to do both: keep adding new pages to our sites
and gaining links to them.
All of this is assuming that we add
quality content and not fluff or junk to our sites.
