Im not sure exactly what you are asking. But, if the google PageRank is 0 then I think this would answer your question. Google doesn't block pagerank, that I know of, but if the ban the site the
PR goes to 0, or if there aren't any incomming links the
PR goes to 0, because
PR is based on incoming links.
