If I understand your question correctly - yes you could start an affiliate program. You would only have to pay affiliates for the actual listing they sell. You would also however have to invest in affiliate tracking software, banners and creative and some form of advertising in order to attract affiliates that would have the type of employer visitors you are looking for.
