Unfortunately the content writer is sadly misinformed (or sadly mis-spoken not sure which).

In the great scheme of things PageRank leaving your site tends to be very, very small... unless you have zero links back to other pages of your website... like a navigation menu.

Also a single page "links page or resource page" only get so much PageRank from other pages thus the "One Page" really doesn't have any signifcant effect.

Mis-spoken: if the writer have suggested linking to "expert websites" (also called authority sites) is good for your website - this would be correct. I wouldn't limited this to a singler page though, as the "page theme" also pages a major role in this - returned value to you.

Thus a page about "bikes" to a "bike site" that is considered to be an expert (often but not always non-profit/non-commerical or governement agency) and nearly always "informative"...

would have a more desirable effect than a page about "links" or about "resources".

An excellent read - and if you follow it "verbatim" you can achieve 2K visitation per day (admittedly market dependent) in but a few months.

No less than 3 brand new to SEO newbies achieved this status level in 3 - 6 months.
