From your perspective the Google results may look spammy, but there may be other perspectives.

If for instance I am an individual in Australia who wants to know more about water filters and the need to use them, and type in the words water filters, the current #1 ranking site gives a good and unbiased answer to my question, and thus is IMO an excellent result.

The term water filters is quite a generic term, and so I suppose that someone selling ceramic water filters might be better off using more specific terms like ceramic water filters or even buy water filters, in order to sell his product on the web.

Google has stated many time, and it has been verified by users here many times, that the use of AdWords or AdSense has no effect on the generic rankings at all.
