PR only reflects what Google has already known internally for some time.
PR is not as important as it used to be (just like Google :)
For example, I have seen worthless forum web pages with no
PR and no backlinks outranking respectable, relevant sites.
Also, if a site favored by Google's algorithm uses a keyword once on any page, that page may rank in the top ten even if the page is not relevant.
