VeriSign, should have been removed as a custodian of the .com and .net domain long time ago. They did also send "billing like" renewal letters to customers of other registrars, namely GoDaddy, a predatory practice. They got sued and lost in an obvious case.

It should be clear, that a contractor for ICANN (like VeriSign is) has to abide by the DNS protocol and send error messages, if a domain is not registered. What keeps any ISP from doing the same and sending arbitrary responses to DNS requests, that surf any business purpose for the ISP. This would bring down the DNS system soon. In my view, this is a clear breach of contract and should be ground for canceling the contract.
