How can he? He's not privy to who the editor is.

At the bottom of the dmoz category you will find a date when that particular category was last edited. If that date is after your submission, and considering that they're never going to tell you if your submission has been disapproved, and also considering that its largely known that submissions to this ridiculous directory have been a black hole for year, I would submit to a different appropriate category and hope for the best.
