...which is fine if you introduce a new site that you can link to from one of your older sites, or if you are a designer for another webmaster, you can link to it from your "design" page, or if you have friends that will link to you, etc., etc.

But if it is a brand new site, put up by the owner/webmaster, and there are no links to it, I would surmise that there is still a point to using manual submission to Google or other search engines and directories... once you have that first link, then yes the other crawler-based engines will find and index you eventually...
