I am going to have to eat my words. Yahoo will be introducing a free url submission next week. This is not the paid inclusion that is replacing the Inktomi ones 15 April.

However, a Yahoo rep said at WMW that "The primary means of generating our index is via our free crawl, using our new Yahoo! Slurp crawler. Yahoo! Slurp discovers pages by following links on the web"

So it does not mean that the submit URL will actually help - links are still king
