Quality and relevence are personal prefs. Not an actual ranking factor as yet in my opinion. Let's look at it this way for a second:
I get an article on digg front page.
800 people link to my site from their own just cause they got a laugh out of my digg description.
How many of those people you REALLY think are going to have websites that are that relevent to mine?
Very few.
How many of those websites or blogs will actually be 'quality'?
Very few.
Will all those links still count?
Yep.
