I agree there is no easy way to increase
PR but
PR and SERPS aren't as separate as people say.
PR is just a visual/physical representation of how many authority websites have linked back to you, which is directly related to how well your SERPS are. You can have great
PR with bad SERPS if your anchor text is for low searched words, but 99% of the time you can't have great SERPS without good/great
PR because the two are related. Only time where you can have amazing SERPS and low
PR is when you find a great keyword that is searched a lot, you won it, and with very little backlinks. It's a good metric though, compared to just guessing.
