Hi,
I will say Drupal, it’s the most new one and is getting popular very quickly and has some feature added which are not there ins other popular CMS like Joomla and Mambo. If you have the plans of expanding the website on both features as well as interface front as it grows then the best solution is to have the website developed from the scratch as with it you will be able to include the scalability for future enhancements, which will not be the case with any CMS as using a CMS you will be molding what they offer.
For sure having a website developed from scratch will cost you more, but as you are planning to spend regularly on search engines then form that perspective also its better to have an application developed from scratch. Search engines tend to change their algorithms very often and many times such changes require making changes to website pages, which any day is simple and less time consuming for a website that is developed explicitly for your needs as it will have no dependencies of what CMS offers.
Thus I will suggest a customized application, as from my experience in the longer run you will be able to save more if you are getting a application developed from scratch. But yes if you want to go the CMS route then my vote is for Drupal.
