Well, I'm not 100% sure I understood what you mean by "RSS Applications", but for reading feeds I use Google Reader. I work daily from two or three machines so I needed something web-based.
As for publishing feeds, I'm quite satisfied with FeedBurner.
Hard to say which is the best, but this seems to be the best for me in this moment in time.
