So can you submit a .com.au site and a plain .com site to Google and have the same content on both sites, if their domains ensure they will show up in different pages?
On that subject - is this url one way of ensuring being shown in regional and global results?

No you cannot have the same content on different URLs without the possibility of attracting a penalty on one or both pages.
