The only thing the robots meta tag does is add to your code.
Robots index / follow by default and you can not control when they will come back. they do what they want when they want. I do agree with the images though.

Here are a few other things you may want to consider.

Listed as I seen them

Your title is to long right now you used 22 words and 124 chars. Keep your title to 66 characters or less including spaces. After 60 characters, Google will cutoff the title when its displayed in the SERPs. Don't repeat words in title, although remember singular and plural are different words to Google.

You have an canonicalization issue that needs fixing.

You may want to rethink your header tags as I do not think this is going to help you much.

I would add titles to your text links.

It is best to link the "home" button to the root of the site and not to the index.shtml

URL's like custom10.shtml maybe better if they where name the page title or topic. like Short-Sales.shtml

I would check your sitemap.xml file as well as I did not see http://www.greetingsvirginia.com/ listed. I would also add <priority> statements

Are you going to remove all the refs to z57websites.com and have the images and css on greetingsvirginia.com? As of now the css import is throwing styles into the code that would best be removed.

Is there a reason your using frames?

Thoughts
I found the site to be inconsistent from page to page. Some pages use frames while others do not. Also I see you have a slight alignment issue with the top images of the brokers and also on the main page the 'line' cuts through the top of "Your Virginia real estate agent."
