With a little modifcation you can charge your members monthly or do it for free, but this should suit you well.
I've set up joomla sites before and can testify to what jmoran77's saying. You'd find there's a surplus of features, everything you'd ever need and then some. I also second the comment about the community support, for whatever it's worth.

Other platforms would do fine as well. But the more I think about it, my positive experience with Joomla leads me to be it would be a good match.
