In part, depends upon "what for".

Buttons can be a good call to action (ie adding an item to a cart) when done properly.

In my personal observations (no hard data that I've recorded), I use buttons for call to action type links and text for informational/navigational links. Much like being consistant with color, using the same colors only for links and not text, I do the same when it comes to buttons and text links. Better usabilty and less confusing to visitors IMO.
