Have you considered a cms program, and just adjust the settings to allow the public to have authoring permissions? Many also allow you to approve the post before it goes live. Of course you could set up the categories first. Just edit the skin or theme (or whatever the cms calls it), and just call the posts "articles" so it would be perceived as such.

Joomla, Mambo... Even Wordpress can be set up this way.
