The green
PR bar gets changed quarterly, roughly. Sometimes it's a waiting game. With that said,
PR goes up and down and as you can see first hand, it doesn't directly relate to how your pages rank.
That is, unless you're using the Google Directory, where links are sorted by PageRank in descending order.
