Most probably it doesn't work with just opening in IE. Frontpage will create all thes funny sub-directories which need to be in the path to show the whole product.

Unless you don't copy the complete directory on the CD it will not show offline in IE.

It also depends how the Frontpage website was created, many parts will not work unless you publish to the server (one would be 'webbot')...
