Here's a hypothetical if it clarifies things a little more...

A site that provides services worldwide that prices their services in US dollars. They provide a page with a currency converter that ranks very well for that and gets a lot of traffic but naturally, unless the visitor happens be interested in their services, the bounce rate is very high.
