Start by implementing the domain filter, then file a complaint at Google so that their site gets booted.

Next, contact them with a cease and desist email, tell them you're the copyright holder on the stolen content and ask them to remove the site within 48 hours. File a complaint under the DMCA (Digital Millenium Copyright Act.)
