I have to agree with you Janeth, it is very vague.
Compiling a list is one thing, calling it perfect is another. Don`t get me wrong i appreciate the effort the poster has put into it and he may well use it as a guide to the successes he has had so far, but it is bot concise or perfect and to expand upon it would only dilute the original.
SEO is a huge mix of ingredients that vary from site to site, Initial concepts that develop into resulting websites are as varied as there are topics and no single "perfect list" would determine a route to successful SERP rankings. It`s trial and error all the way and continual change on a sometimes daily basis, sometimes minute sometimes gargantuan
